Job Description:What We Are Looking ForThe Assistant Vice President (AVP) of Facilities Services is a leader and strategic partner in the Facilities Management Department, reporting to the Associate Vice President for Facilities and Operations. The AVP provides strategic direction and planning for the stewardship of over 175 buildings with 9.6 million square feet of space and 2,300 acres of University real estate. This position will have seven (7) direct reports and will provide oversight, guidance, direction, and evaluation of service provider contracts valued at over $35 million per year, plus millions of dollars in facilities and utility renovations and modernization projects.
A Bachelor's degree in engineering, architecture, construction management or a closely related field, a minimum of 12 years of progressively responsible positions in a large commercial or institutional facilities management setting with at least 8 years' experience in a leadership role, with budgets over $10 million, and a Christian faith are required. A Master's degree in an above listed field or in business/management, higher education experience, and oversight of a facilities management contract are preferred.

- Leadership: Provides vision, direction, focus, guidance, support, prioritization, and operational and tactical oversight for managerial and technical staff, and for the University's facilities management related service providers and contractors. Determines priority of work unit efforts; develops and implements programs, processes, and procedures that result in high levels of individual and organizational performance and effectiveness; proactively takes steps to promote leadership & management team cohesion and performance; handles problems decisively; demonstrates commitment to the University's values and vision; promotes a culture of safety; develops a positive relationship with peers; navigates ambiguous situations successfully; periodically analyzes organizational structure and recommends changes to the organization to meet evolving institutional needs; is responsive to directives from superiors; advocates for the interests of Facilities Services; supports the unit, departmental, and institutional mission and goals; is regularly available to all subordinate employees.
- Service Provider Oversight: Ensures Facilities Services team members provides consistent oversight, guidance, direction, and evaluation of facilities related service provider contractors. Ensures service provider contractors are meeting contract specifications, scope of work requirements, and any key indicators and/or metrics outlined in the contract documents. The AVP will ensure her/his team partners with the University's Procurement Office to draft contract documents, specifications, and requests for proposals which will meet the current and future facilities and services requirements of the University. Contractor service provider responsibilities include: responding to daily service request work orders; provides routine and preventive maintenance and repair programs and processes for all elements of the campus physical plant, to include HVAC systems, electrical systems, carpentry, masonry, painting, elevators, building automation controls, plumbing systems, fire alarm systems, fire suppression systems, regulatory testing for hundreds of systems annually, roofing repairs; access control, Americans with Disabilities Act projects, environmental compliance for maintenance and construction projects; custodial operations; grounds and tree maintenance and care; moving and storage services and operations; solid waste and recycling collections and disposal; data center critical infrastructure support; event support (large- and small-scale); 24/7/365 emergency maintenance response crews.
- Stewardship of Campus Assets: Oversees major/deferred maintenance program, to include roofing replacements, waterproofing repairs, masonry repairs, window replacements, elevator refurbishments, underground utilities, renewal of roads/lots/walks; develops policy for, and makes funding decisions for, the major/deferred maintenance program; applies experience and technical knowledge about maintenance and construction techniques to daily decision making; provides contractor oversight for all work in progress; supports the capital construction program; ensures periodic campus-wide facilities condition assessments are completed and ensures data gathered is useable for strategic planning.
- Committee and Meeting Participation: The AVP represents Facilities Services on various standing and ad-hoc University committees such as the Capital Asset Planning Group and the Institutional Space Support Group and may be called on to represent the Associate Vice President of Facilities and Operations in other matters related to the University or off campus community.
- Business Administration: Provides guidance and direction to the service providers for work practices and processes that result in accurate and timely tracking of work requests, preventive maintenance efforts, labor and material costs; analyzes periodic reports detailing performance of the service providers; provides input for department purchasing and accounting functions; reviews and approves select financial transactions; ensures staffing levels are appropriate; oversees transactions with vendors, contractors, and architectural/engineering firms.
- Relationship with Campus Partners: Proactively connects with campus peers and partners for the purpose of ensuring positive lines of communication, cooperation, and unity of effort; encourages feedback from University stakeholders regarding Facilities Services responsibilities; adapts organization as needed to ensure a high level of service delivery to the campus.
- Technical Support and Guidance: Establish processes and ensures the right offices and individuals are involved with various capital construction and major/deferred maintenance project design reviews, quality assurance, system commissioning, project handoff, and warranty administration.
- Personnel Function: Provides professional training and development of employees; holds subordinates accountable for effectiveness, efficiency, and professional conduct; conducts effective searches by recruiting, hiring, training, evaluating, and motivating employees; participates in the administration of progressive discipline as needed; ensures good performance is rewarded; fosters an environment where all employees feel valued.
- Budget Management: Oversees operating budgets and various reserve budget accounts; ensures funds are spent in accordance with University policies; ensures operating and project budgets do not overspend without justification and appropriate approvals.
- Communication: Explains operational and strategic plans and other facilities related initiatives to team members, peers, and University senior leaders and stakeholders; communicates in an open, transparent, and clear manner; gives formal presentations.

This is Waco!About Facilities Services and the AVP PositionFacilities Services has a strong operational focus overseeing grounds, building maintenance, major/deferred maintenance, utility systems and plants, life safety and security systems, and custodial and refuse services. Facilities Services oversees the response to an average of 85,500 service request work orders annually. The AVP provides leadership and strategic vision to strengthen operational planning and improve operational effectiveness and efficiency for all team members in the Facilities Management Department and for over 375 service provider full time equivalent partners.
The AVP represents Facilities Services on various standing and ad-hoc University committees such as the Capital Asset Planning Group and the Institutional Space Support Group and may be called on to represent the Associate Vice President of Facilities and Operations in matters related to the University or off campus community. Specific Knowledge - Strong knowledge of facilities systems, including electrical, carpentry, HVAC systems, commercial refrigeration, plumbing, automated temperature control systems, chillers, boilers, energy management, pumping systems; fire alarm systems, fire suppression systems, locks and keys, electronic access systems; strong knowledge of commercial construction methods, practices and techniques and construction project management
Knowledge of Maintenance Function - Thorough knowledge of methods associated with maintenance, repair, and operation of all building systems noted above; knowledge of building and fire code regulations and safe work practices
Technical Understanding - Ability to read, interpret, and understand construction documents, product specifications, sequences of operation, control drawings, and other technical data
Communication Skills - Strong ability to communicate effectively, both verbally and in writing, and give formal presentations, to a diverse audience including University leadership and key stakeholders
Customer Service Skills - Understanding of customer service theories, practices, and methods, and how to apply them; ability to partner with University stakeholders and gap the bridge between requirements and resources/capabilities
Managerial and Administrative Complexity - Ability to lead, advocate for, and motivate a diverse workforce; ability to prepare, analyze, and manage complex operating and construction project budgets; ability to successfully handle multiple tasks at once, and be able to determine appropriate priorities; must be able to make independent interpretations and make appropriate decisions that are in the best interest of the organization and that are consistent with the objectives of senior administration; must be experienced working in a shared-governance setting where collaboration, stakeholder engagement, and relationship management are important skills
Computer Skills - Must be proficient in the use of business application software (MS Office Suite); must be experienced in the use of a computerized maintenance-management software program
