THIS IS NOT AN H1- B OPPORTUNITY Responsibilities The Audit and Compliance Analyst is responsible for performing audits of the time and attendance system, payroll, and other records to remain compliant with federal, state and local payroll regulations and contracts in accordance with the Standard for Responsible for Professional Practice of Internal Auditing. Performs full scope auditing that encompasses financial, compliance, economy and efficiency, and effectiveness reviews as a service to ensure compliance. Performa audits and management studies that encompass financial, operational, integration functional and information (IT) reviews of areas for UC Davis Health, university policies, procedures, and operations. Responsible for assessing organizational and operational risks for assigned review areas; designing and preparing audit programs; communicating with operating personnel; conducting fieldwork; preparing work papers; drafting reports to management; and following up on observations and recommendations. Promotes concepts of internal control to assist UCD Health Personnel in the discharge of their duties. The Analyst provides system, financial, statistical and operational audits, reconciliations, adherence to compliance, and analysis through the collection, manipulation, validation, reconciliation, and reporting of data centered around payroll and timekeeping functions. Troubleshoot and assess the root causes of operational processes identified through audits, financial analysis, reconciliations, and data validation. Provides recommendations for business process improvement and assists and trains user groups in understanding processes and the nature and meaning of data and reports. Assists with preparation of reports, files and pulling supporting backup for internal data requests, internal and external audit requests and ad hoc projects as assigned. Responsible for participating on complex business and systems configuration, analysis, testing and the implementation and on-going administration of key Finance initiatives. Initiatives include the assessment and participation on projects related primarily to time and attendance and interfaced applications both vendor supported and custom applications. The Analyst may also work on Finance projects associated with IT, Human Resources and other administrative functions. The Analyst interacts with all levels of UCDH management and staff. Participates on the business and systems audit and analysis and testing aspects of projects working with cross functional teams and subject matter experts throughout the delivery process.
