Umatilla Electric Cooperative (UEC, www.umatillaelectric.com), a rapidly growing, member-owned rural electric cooperative located in the beautiful Columbia Basin and Blue Mountain country of Northeastern Oregon, has a phenomenal opportunity for an effective leader to fulfill the position of Manager of Operations. UEC’s 86 employees serve over 10,400 members (16,000 meters). Annual revenues are in excess of $130 million; investment in utility plant is $210 million. The Co-op has 132 miles of transmission and 2,160 miles of overhead and underground distribution line. UEC is a RUS borrower and member of NRECA.
The successful candidate reports to the VP of Engineering and Operations and manages/oversees the day-to-day organizational operations of UEC’s electric distribution and transmission system. Key responsibilities include working with the executive level and management staff to develop and implement strategic business objectives, strategies and plans in support of UEC’s strategic goals. Additional duties include: managing and allocating financial and employee resources to achieve maximum efficiency of personnel and equipment; preparing, recommending, monitoring and adhering to annual department budget/work plans; responding to after-hour emergencies related to distribution and transmission electrical systems; participating, managing and negotiating on a team to produce Collective Bargaining Unit Agreements; managing/supervising activities of personnel engaged in electrical repair and maintenance of all power lines; setting, tracking and reporting on performance metrics of outside operations; and overseeing/managing the Fleet Management Program.
The successful candidate will have a bachelor’s degree in Management, Engineering or related field. Ten years of experience may be substituted for education. The individual shall have at least 10 years’ experience in an engineering and/or operations division in an electric utility as a manager or supervisor. Must be safety oriented, tech-savvy and an excellent communicator. Requires experience working with Collective Bargaining Agreements, Excel spreadsheets, and departmental budgets. Must demonstrate competency in the understanding of hazardous energy control procedures and be familiar with utility line construction equipment and work practices. Must be knowledgeable of the specifications and operating principles of power transmission and distribution equipment, as well as, voltage control, system protection, metering and automation concepts. Must have a working knowledge of the NESC and be familiar with RUS or other electric utility construction specification standards. Must also work collaboratively with colleagues and foster a spirit of cooperation in the workplace.
UEC’s headquarters is in Hermiston, OR (population +18,000), which is the largest and fastest-growing city in Eastern Oregon. It is located only 7 miles south of the Columbia River, Lake Wallula, and the McNary Dam. The Hermiston area has become a hub for logistics and data center activity. Only 30 minutes south of the Tri-Cities in Washington, two-and-a-half hours south of Spokane, three hours east of Portland, and three-and-a-half hours northwest of Boise. Cost of living is lower than the national average. Blue Mountain Community College is in Hermiston; Columbia Basin College, a four-year public college, is within a 40-mile drive. Area activities are plentiful, and include golfing, boating, fishing, hunting, volksmarching, camping, hiking, and snow skiing.
