Umatilla Electric Cooperative (UEC, www.umatillaelectric.com), a rapidly growing, member-owned rural electric cooperative located in the beautiful Columbia Basin and Blue Mountain country of Northeastern Oregon, has an incredible opportunity for a motivated leader to fulfill the position of Manager of Accounting. UEC’s 86 employees serve over 8,700 members (15,000 meters). Annual revenues are in excess of $130 million; investment in utility plant is $210 million. UEC is a RUS borrower and member of NISC.
The successful candidate reports to the VP of Administration and oversees the fiscal and accounting operations of UEC. This includes managing financial and accounting operational processes and reporting, as well as, the ongoing development and monitoring of control systems and metrics designed to preserve company assets and report accurate financial results. Key responsibilities include: producing and presenting timely and accurate financial statements and reports to the Board of Directors, management, and other stakeholders. Additional duties include: overseeing all billing processes to members; ensuring all financial obligations are made accurately and timely; producing UEC’s annual budget and assisting with long-term financial forecasts; overseeing day-to-day activities of the facilities and warehouse; assist with cost of service and rate studies; developing policy recommendations related to financial goals; providing analysis and recommendations on the allocation, retention and retirement of patronage capital; ensuring RUS guidelines and GAAP standards are followed, and achieving an annual “Unqualified Audit Opinion”.
The successful candidate will have a bachelor’s degree or equivalent in Accounting, Finance, Business Administration or related field. Master’s degree preferred. CPA or CMA designation is a plus. The individual shall have at least 10 years of related experience and/or training in financial management and accounting. Experience with an electric cooperative and RUS regulation is desirable. Must have experience or adequate knowledge in supervising others, general accounting procedures and policies, budgeting and forecasting, FERC/RUS Uniform System of Accounts, finance, debt and investment portfolio management, internal control, utility billing, and rate design. Must be a strong leader, self-starter and excellent communicator. Must also work collaboratively with colleagues and foster a spirit of cooperation in the workplace.
UEC’s headquarters is in Hermiston, OR (population +18,000), which is the largest and fastest-growing city in Eastern Oregon. It is located only 7 miles south of the Columbia River, Lake Wallula, and the McNary Dam. The Hermiston area has become a hub for logistics and data center activity. Cost of living is lower than the national average. Blue Mountain Community College is in Hermiston; Columbia Basin College, a four-year public college, is within a 40-mile drive. Area activities are plentiful, and include golfing, boating, fishing, volksmarching, camping, hiking, and snow skiing.
